Novice - need to make website to generate .doc files that differ based on
user input - where 2 start?

Thanks in advance.. here is my goal. Put together a website that:
1)end user answers a series of yes/no questions, a doc file is created,
the content of the doc file will depend on the users answers. The end user
does not have access to the doc file. (So I can make it ask: are your eyes
blue? if the user answers yes the doc.file says my eyes are blue, if the
user says no, the doc file reads my eyes are not blue") 2) the doc file is
e-mailed or otherwise retrievable by whoever sets up the questions -
someone assigned a password. 3) the lists of questions are easily created
by a novice with some type of login to secure them - the answers are also
customizable, and unique lists of questions/answers are saved and
retained. (so anyone with a password can set up lists of questions and if
yes/if no answers) 4) each end user is assigned a unique number, when the
number is input to the website by the end user it controls which questions
they are asked and also controls which e-mail address the .doc file is
sent to. 5) when someone issued a password sets up an end user, the person
issued the password can select from that person lists of questions that
they have created in the past and assign those to the end user, or create
new questions. Both the end user and the person w/ the password get an
instruction e-mail indicating the end user's unique number. 6) after an
end user answers a series of questions, the end user is locked out of
those questions.
I know NOTHING about how to do this. I know it is not going to be easy to
learn, but here are my questions: 1) where do I start - I need to learn
how to do this, but I don't know why to try to learn. The answer I'm
hoping for is "You need to learn XXX programing language etc - it is
capable of this" 2)Whatever it is I need to learn - can you suggest any
good books or other resources? 3) any additional feedback/advice etc is
always appreciated. Please remember, my goal here is as much to learn how
to create the end product as it is to have the end product. Thanks!
